I think that there is a typo in the game text (missing space and "0" instead of "O"), the HQ want to say late in the evening of 9th of October 1942( 9 Oct) and early morning of 10th of October 1942 ( 10 Oct), you should try to intercept in that zone of Guadalcanal. The message probably arrived on the 6-7-8 of October 1942, check your Captain log "Messages received".
You should wait for them south of Savo Island on the night from the 9th of October to the 10th.
