Not only possible, but easy. If you use SH3 Commander you can go straight to Commander's Cfg folder and change

The Type IXB will now appear in Wilhelmshaven in August 1939.

You can do it in the files in the main SH3 folder as well, but Commander makes it so easy I've long forgotten how.
