Something Odd Is Happening With OHII

I'm being sent back to Scapa Flow to sink another Capitol Ship. On 10/1/39 for Breaking the Fortress I sank a Royal Sovereign Battleship and a Renoun Battle Cruiser. Jump ahead to 12/6/39 and I'm sent back again to sink another Capitol Ship.... but now not a one is in port on 12/8. Should I wait around for one to enter Scapa Flow or head out and then come back in a week or so?

Seems odd that you'd be called upon to complete that same mission requirement all over again. Any thoughts on this?
