Problems getting Rub1.45 to work

Sorrey this has problery been asked befor, but i cant find any simular threads.

Ive been haveing problems getting the lattest RUB to work.
Ive got the lattest version of the generic Mod installer installed.
Thing is this version dosent seem to bee in zip format, and theres only one file wich my coumputer dosent recognise.

I think i made a misktake to open it with notpad and now I re-download the file it always reads it as notepad!
I tride to use the mod installer but it dosent seem to install it properly!

Ive got the latest patch version 1.4b installed...
Anway any sugestions would be much appreciated thanks
