I am also using an outdated card (ATI9100) and get the same issues as you - I have found that by using just RUB instead of IUB, I can have realism without the graphics card throwing a hissy fit. You might want to try that out see if it works. I'm also using the latest SH3ommander without the Sh3commander skin pack and everything runs smoothly.

Of course, when I finally get around to updating my PC, I'll be updating my mod selection also maybe
