Tough call mate, it depends on how much of a good samaritan you are prepared to be.
Have you ever spoken to him before? kinda depends on how approachable / stable he is, if he can hold down a job he cant be that far gone.

Youre right in that you cant just tell him to get help -then wash your hands of it. |If you speak to him directly, you might be getting your self more involved than you would like.

But if you're ok with that then the best you can do is be honest and polite, casually tell him you have heard his yelling at night and offer him friendly ear if he wants to talk about it, (but act like its not a big deal) and thats it.
He'll proabably shut down, or go in to denial, he might even take offense and tell you its none of your busniness....(which is fair enough) but then at least you can say you tried.

Otherwise the only 'arms-length approach' is notify the authorities, they might send a social worker and a doctor to speak to him, but he would still have to accept their help on volentary basis, they cannot force him to do anything.

The police themselves will not intervene unless you report a 'noise disturbance' I wouldnt do this just yet - But the police might be a good first port of call just to get some advice.
