Problem I can't figure out

Everything is fine until, in 1943, I',m involuntarily transfered to Brisbane for my home base. I can go out OK, but when I try to return to Brisbane with all objectives complete, I can only refit or postpone. I did a refit and went back to combat twice--same result. I uninstalled and reinstalled the game, but when I get to this point--same problem. I can't end at Pearl Harbor at this point either, since Brisbane is my home port. Any way to fix this?
