.rar files are packages of files and folders contained together that also uses a data-compression method. So the .rar file takes less space on your drive than all individual files together. You may find .zip and .7 files on the internet that have the same use. They are just a different method of file compression.

The 7-zip program is, I believe, the most modern and can handle most other fileformats. Before that Winzip (winzip.com) and Winrar (winrar.com) were very popular. I don't know if these can open the .7 file format thesedays.

Like von Kinderei and HW3 said, the files need to be de-compressed into this new folder you made for the mod. Depending on how the mod-maker assembled the files and folder structure, you might still need to manually take out intermediate folders. Usually the mod contains a "data" folder. This, or any other file/folder that should end up in the SH3-base folder, should be placed in the folder you made.
