Default How many ships SHOULD there be in enemy ports?

Hey guys, just curious as to what kind of action there really was in various ports during 1939-45. In the stock game there is usually none. In the HT mod I seem to find about 2-4 with usually only 1 being a merchant. (Granted I have not yet reached anything up to 1942 so whether that changes or not I have no idea.)

Now in reality, what kind of traffic was there? Were there ships patrolling all over trying to detect subs? Were there a lot of ships docked everywhere? Are there any mods that more accurately portray this?

Would a real U-boat captain even sneak into these ports? Or did they wait until a ship was leaving/coming in?
