What a Tory 'Plonker'

Once again we have what I like to describe as 'within the rules, but not in the spirit of the rules' thinking.

His "apology" for the events as he described them put it right on the borderline of the rules, but it looks increasingly like the actual events were really so far over that border it makes his statement and "apology" a joke.
