I use for almost everything a nice compact but not tooooo narrow program called Paint.NET - much better than MS Paint but faster to start and not as complex as GIMP, which I use for those specific things Paint.NEt can't do (e.g. animated gifs). Here I used the standard black-and-white filter before altering contrast and then applied the standard sepia filter whose colour I then modified a bit. Then some sharpening/greasing effets (I dunno what they are called in English, though). The postcardish edges were made in GIMP, though, with a soft spray-like brush.
