Strange Port/ Belgian but with German's????

So, We're sailing down the European coast (pre-war, Aug'41) and we're killing time basically, but doing some important Recon for later (I as Kaleun, have this dreaded feeling that war is impending) so... We reach Belgium. We go in to take a look at on of the ports (I don't have the map in front of me but it is the port above Dunkirk). I'm a bit suprised to see the port full of Germans;

German Military, the Band playing to a Merchant ship (Many Merchants in this harbor) and Scaffolding with builders, building a U-Boat.

Obvious question, why all the German's in a Belgian port???
