Ammo problems

Hi Guys!

I'm new here, nice forum you guys got! I have a problem. I have started a new career (1940) and i have a VIIB sub with 2x 2cm. flak and 1 deckgun. The problem is that i dont have any ammo for the deckgun while i'm on a mission and only ammo for the secondary flak (no ammo for the 1st). Yes, i've manned al the guns with my crew, then took controle and try pressing the shell on the bottom right but nothing is happening. When i look at my torpedosstock, and click on the topright button, i can only see 2x 2cm AA ammo, nothing else.
I've changed some things in my data/basic.cfg file. Here is a part of it:

I dont use GWX, only SH3 Commander. Can anyone help me please.
