Can you Loadout your Uboat for 1st Patrol?

After my first campaign came to a sticky end in shallow water!, im going to start another. One thing i noticed, before starting my last campaign, was that i did not have the option to upgrade / loadout torps etc in the Pen.

Basically, the gent who you would normally speak to about such matters, had the text option 'greyed' out!

So before i set off again, with a new 'fistfull of emblems mod' to boot, can i choose my loadout and add an Emblem?

If using the silentotto option , when in the pen just hit Esc and choose the in port save . Upgrades will become available .
