Anyone Remember this Mod?

I ran across it rumaging through old mods on a site. It is called SHIII Reg Cleaner. It is an .exe file. (No readme)

I was just wondering if anyone might recall what it's purpose was. How was it used?

...and no.....no way...I'm not about to click on it to just find out....

.....as it is, I already feel enough like some kid who has just found his daddy's gun...just having it downloaded and in a folder on my desktop gives me the willies.
