Same Issue here, just got the VIIB boat, and now I can´t see anything in the Observation periscope. the Attack periscope is still oki though.

Are you using the twisty periscope thingie mod? That changes the height of the periscopes, but it's a problem from the game, not the mod. The mod just reactivates stuff the devs turned off.
