His mother could not renounce his citizenship. The only person who can do so is Obama himself, and he could only have done so after he turned 18.

The laws are such that if person X makes a claim that person Y has renounced his citizenship, the burden of proof falls on person X to prove that person Y did, in fact, renounce his citizenship.

Therefore, you must prove Obama renounced his US citizenship after he turned 18. And Obama holding dual citizenship at any point doesn't change anything.
