Supersonic missiles like the SS-N-19 shouldn't have IR seekers since the high speed causes heat that disables them.
http://yarchive.net/mil/russian_missiles.html The SS-N-9 Siren has both a Radar and IR seeker in game, so get a few of those shot at you and you’ll see that they work.
