There's two main problems I see there, 1) We can't properly see the WH4K background you have there and 2) it's in French.
 From reading other posts about this issue, it sounds like you might have downloaded the wrong patch. Try running this program to have it auto-patch: C:\Ubisoft\Silent Hunter 5\Support\GameUpdater\GU.exe See if that works better.
