You didn't tell us what your own specs are.
Anyway, I use two programs in conjunction, and it makes a huge difference on my old rig: First is End It All: http://www.docsdownloads.com/Tier1/enditall.htm Second is Game Booster: http://www.iobit.com/gamebooster.html Between the two I have much less chopiness in SH3.
