He's gently ribbing folks from warmer climates who are unable to cope with even minimal amounts of snow.

Up here in the cold weather states it takes a foot of snow just to get school canceled for the day, over a foot to start closing businesses and two or more feet before non essential services shut down. Down in the south it seems that a general panic sets in at about 1 inch of snow.
