Actually, George Grider, in War Fish, page 137, Little, Brown & Company Ltd., Third Printing, talked about seeing through the periscope while still under water:

As the boat neared periscope depth, I raised the scope, put my eye to it, and began to look at the dimly lighted water while the tip of the periscope was still about ten feet under. It is a rare thing to see marine life through a periscope....
