two newbie questions (radar and navigation)

Hi to all on this forum,

im playing this game for couple of days (1.4 WoP). One thing puzzled me. I observed that in 1941-1942 subs is a radar station but seems not funtioning but strange thing is that the crew announced radar contact when it is in range. Is this some sort of bug? Did i miss something?

And i want to ask another thing...i saw this video and observed cool bearing plotter in navigation. I the description of the video is that he doesnt use any mods so i ask how to switch on this instrument.
