The bigger question is why can't you load saved games?
In a perfect world yes. But it's a bug. I am surfaced, I click on the CO2 button in the upper right corner..... no go. I die anyway because it will not vent and give me fresh air.

Example.. two missions in a row now I've had to start over because of this bug.

To read about the saved games problem there are many threads on the issue. It's a well known issue with SH4 since it's release and has never been fixed.
