So I am working on and idea to try and link them together with the phrase as soon as i figure out what trigers that animation.

There's a few other animations that might be linked to sounds:
- helmsmen celebrating after enemy unit destroyed > cheers phrase
- chief engineer (possibly also helmsmen) wiping sweat off brow: seems to occur when the sub is nearing maximum depth > sigh phrase
