Default Special Skills Confusion

I don't understand how the special skills/abilities works in 1.5. For example, I have 3 engineers that have the green propeller, and I have the 3 round icons with the propeller icon in the command bar at the bottom of the page. These icons are always lit in yellow, indicating they are active I guess. However, in my Baloa I still only get 20 knots at Flank although from what the text says I should get more. I have tried putting all 3 in one watch and one guy in each watch. Makes no difference. So what good are they?

Can anyone shed any light on this whole skills thing? Thanks.

I found some info on that in this thread:

Yes, I saw that thread. But, I now have 4 guys with the green propeller and 20 knots is still the best I can get. So, I don't get it.

These are just wild guesses but are your batteries recharging while you are trying to get more than 20 Knots?

Did you switch the dial interface and try to select a speed greater than 20 knots or are you just clicking on the FLANK SPEED setting and relying on that?

Doesn't yellow mean inactive and if they're green it's passive? If yellow it means to get the speed boost you have to click on the ability and it'll last for (such and such time, 5mins, whatever, then has to recharge for another set time).

Hover over the crewmember with the special ability, or the ability itself and it'll tell you if it's passive. If passive you shouldn't have to do anything. If not, it means to activate the ability you should click it.

Edit: Color: regarding how it appears in the ability bar not the crew screen. They're all green on crew screen IIRC.
