[REL] Smaller Torp Lights

I made the torpedo light panel with smaller lights for some of the new subs being built that need 8 forward tubes. Not a lot will have use for it but some will.
Also when your light is dark if you mouse over it and it turns red it means there are not enough torps left to load that tube. If it stays black then it will get loaded. I need to do a little tweaking, I scratched the paint around the S light.
