Missing medals and crew promotions

I got another victory medal after completing a second, but it doesn't make note of that. It only shows one of this medal. Is that a bug or just a quirk in the game?

How do crew promotions work? I can't figure out what crew deserves them? I just randomly pick someone and put the promotion thing over them.

Nope not a bug, the reason is simple, the little box on your desk would not be big enough for all the medals you get in your carreer. Also, i think the medal box just funxtions as a referance to why the medal is handet. You can however find the notes of earning the medals back in your captains log!:hmm:
