Japanese Liberty and Victory Ships?

My recognition manual shows Liberty Ships, Victory Ships, and Troop Transports as Japanese merchants. However, the instruction manual doesn't list them. Has anyone encountered these flying the Rising Sun, or is just an error w/ the in-game recognition manual?

The merchant section of the manual is all-inclusive, regardless of nationality. I have only seen American flags on Victory and Liberty ships.
