Weather Engine

I am on patrol in Jan. 1942 along the Bongo Straits. It has been raininr for 5 days,however, when I bring up the weather report, it says that there is no precip. but overcast, and foggy. I have the updated !.4 patch plus the following mods as they are listed,
RSRDC_P2_RFB_V241
RFB1.31
DTs Mess Hall sink Mod
NSM 3.3 Clasic
Night Attack
Dials Gato _Fix_14

Is there a problem with the weather engine or have I done something wrong?
