1.4 update help!

hi all i have just installed sh3 on my vista 32 and it works fine but i can not install the 1.4 update! and that means i can not install the "u boat mediterranean addon" which i got working before on vista.

also i have put the conning tower view mod in the sh3 but when i click the periscope glass it does not work is there a bug??
