When attempting to enable this mod using the latest JSGME Tool I receive a message that the three files included have already been altered by the 16km Atmosphere Mod that comes with GWX 1.03. Is it safe to ignore this warning or does installing the Night Sky Mod create a new problem if using the 16km Atmosphere Mod?

I don't know whether it will cause problems with the 16km mod. It might. I guarantee no problems with 8km (except the lack of stars, of course).
It would be very quick to make a 16km version so I'll do that now.

From the description of the file on the FF page:
Night Sky Periscope Fix for GWX 1.03 Have you ever noticed that, at night, when you are looking through a scope and water washes over the lens, the colour of the sky flicks to a much brighter (almost daylight) shade? This mod fixes that, at the expense of the stars - you will never see any stars using this mod (you will still see the moon though) so this mod is really for people who (like me) find the "bright night sky" bug intolerable.

Personally I really love this little mod. I promise that when you use it and do a submerged night attack, you will realise just how much help the "bright night sky" bug was giving you.
