IS THERE A WAY TO PROMOTE MY LEAD HELMSMAN PAST THE SINGLE DIAMOND?? (SORRY i CAN'T REMEMBER THE PROPER NAME OF THE RANK)

I think you must have enough experience points. If you have SH3 commander installed, it's as easy as opening sh3 cmdr and clicking on the helmsman and promoting him that way, otherwise I believe you have to do it after a partol and only if you get to promote a crewman.
