I'm playing SH3 w/ GWX 1.03, and am trying to use a set of tables for sunset/sunrise and moon phases. The game time indicated in the lower right corner indicates one time, but when I move the cursor over it I get a separate "local" time. Is this clock reading out in GMT/Universal Time and the "local time" takes into account where my U-Boat is and the local time zone?

Yes. Exactly.
That's also the way it works in the stock game.

From what I can tell, the normal reading is the time of the time zone of Germany, that would be GMT + 01:00. The local time is the time of the time zone you are currently in.
