I feel sorry for the LTC.

1LT Franks seems like a total idiot, and undoubtedly the whole thing is his fault for not setting a better example.

If I came upon 24 dead civilians, I might think to ask my platoon what happened.

If they had had better junior leadership, the massacre would probably never have happened.

But LTC colonels make better scapegoats than 1LT or 2 Star Generals I suppose. Not too high ranking, not too low ranking, just right.
