Is this a bug?

I've been playing in carreer mode. I depart from Pearl Habor and its 1943. What the problem is that I'm stuck in a mission. The mission is to go to Hakkudo and destroy enemy merchant ships. I play the mission I complete the objective and return to base. Ok so far so good. When I chose to play the next mission it gives me the exact same mission. I did this 3 times. I'm getting tired.

I'm going to give up and uninstall this game if no one replies why this is happening.

Boats out of Pearl in '43 (you didn't specify which month) went to the following places on their patrols:

Empire waters
Marshalls
Palau
Truk
East China Sea
Marianas

Out of a list of 6, the odds of you pulling the same patrol 3 times in a row are probably not completely out of the realm of probability. You just happened to get Empire 3 times in a row. No reason to throw a fit.

Now can it be modded that you get to go to Honshu instead of Hokkaido when you pull a Empire patrol for a little more variety? Probably. I don't think that's been done yet though.

Try this.

When you complete your objectives radio in a Patrol report. See if that makes a difference.

The month was July, and then August. I'm pretty positive that there is a bug giving me the same mission over and over again. I just don't know how to get around it.

I think its the second mission on this campaign. Its the one right after you secretly smugly a spy from your ship into Japan.
