Hitler hasn't?!

Franklin Roosevelt was US president during WWII. Theodore Roosevelt was president from 1901-1909, and died in 1919-twenty years before the start of WWII.

Well, I had originally intended to type Franklin Delaney Roosevelt, but I guess my mind was elsewhere. Still, vote Theodore as if he were Franklin , the two were distant cousins anyway
