Does any one know at what depth they arm and would it be possible to be above that depth and still submerged?

Ash can standard depth charges are set to explode at what the DD's think your depth is before being dropped. They are not contact detonated. They certainly could sink below you and explode under you, which is not a good thing. If you are shallow, it could blow you right to the surface. The concussion of it exploding under you at any depth is no fun.
Hedghogs on the other hand are contact weapons and arm on entering the water. You definitely don't want one to come down and touch you.
