So how do you get your Frame rate with this game???

Do you mean "How do you see a displayed FPS on the screen?" or "How do you get better FPS" on this game?
For the first possibility,well,don't think you can do that without using FRAPS or any other program that monitors FPS.But I might be wrong.There could be some "console" or command line that could potentially do this.
If you meant the second thing,there's not much you can do except change the "texture depth" from the video menu .Nothing else that will influence preformance really.

I think Ctrl + F8 while playing will show your FPS. (frames per second)

i use fraps and am getting 50-60fps is this any good?

Well, it depends. If you're getting 60 FPS when there's lot of graphics to render (for example a busy harbor or an intense fighting scene in Doom 3 with lots of enemies) then that's good. It also depends on your screen resolution (can't change it in SH3 so it's irrelavent). It takes more processor power to render the same game at 1024 x 768 than at 800 x 600. And other graphic enhancers like AA (anti-aliasing - also missing in SH3), whether it's 2X AA or 16X AA (anti-aliasing smoothes the 'jaggies' so the graphics look smoother and more realistic) make a difference in frame rates. HTH.

Does the colour quality make any difference? I have mine set to 16bit rather than 32bit, but not sure if it really has any impact on frame rates.

It shouldn't with a newer GPU.
Or well - it does have an impact; 32bit gives both better quality AND better performance.
Yeah, that's right - modern GPUs always render in 32bit internally. So if you want 16bit output, the rendered data needs to be converted to 16bit, thus giving you worse performance.

Is it worth it to goto a higher resolution say 1600x1200 Iknow my computer can handle it but im running win xp pro sp2,and it looks really involved to get it done,for instance I cant even figure out where the windows compatibility tool kit resides>Do i have to sign up for a beta version?.I would really like to to higher res as ship shiloueettes at a distance at 1024 leave at lot to be desired.Any tips to get me with win xp pro sp2 an a higher res would be greatly appreciated...chers.

Yes, it looks great! Depending on your video card it´s maybe better to set it to a lower resolution like 1280x960 and then also use 4xAA or 6xAA and 8xAF.

DIRECTX TWEAKER

Download that. Enable "Force Shader PP" for the SH3 executable.

Marvel at the increase in frame-rate, and the now isopropyl-blue flames that are emitted when you torp a tanker.

Wonder at the reason why forcing a 12/16bit shader would bring blue flames instead of yellow and orange.

I downloaded from your link but...it said I needed .NET Framework(version1.1.4322.0 or greater) to be installed on the system any suggestions as I really want to go to 1600 thanks.

Are you making us all fools? 50 to 60?! That's beautiful! I get something around 15 to 20 and I have a good system. If you really get 60 in harbour then I wonder how rich you are that you can afford that kind of system.

.Net can be downloaded from microsoft.com. However, I should caution about installing .Net (it has basically failed in what M$ wanted it to accomplish) that it can screw up your system, especially if you have tweaked XP or a custom desktop.

I reluctantly installed it to download some ATI drivers and it screwed up my computer that took two hours of damage control to get back to normal. However, some report no problems with .Net.
