I hear a lot of people talk about them and even see photographic evidence on occasion, but i have yet to run across one.

Guess I'm gonna just have to keep on looking.

And yes I did install the Dolphins mod by Sergbuto and Rubini.

It is not enough to install the mod. You need to have dolphins scripted in the SCR or RND campaign file. The Harbor Traffic mod or/and GW have dolphins scripted near the milcows. You may see them there.
