I can't find where in the CD manuel it tells how to work the mission editor.

When you install the game, look inside the following directory : C:\Program Files\Sonalysts Combat Simulations\Dangerous Waters\Manual.

It's not the manuel itself I am having trouble finding, it is the instructions on mission editing which are presumably within the manuel.

You got me wrong.
The mission editor manual is a pdf file different from the game manual pdf.
You will find both manuals inside the directory i posted above.
