I think it will be more probable that we develop Isomer Weapons first. The primary advantage would be scalability but the main disadvantage would be storage.

But an Isomer Weapon paired with smart targeting will allow precision emplacement which means you can use a smaller weapon to achieve the goal.

Hopefully the semiconductor industry will gobble up all of the Hf ans Ta before they get around to making bombs out of them?
