You could try right-clicking on the executable, and choose "Properties". From that, click on the Compatibility tab, and then "Run this program as an administrator" - which is sometimes available directly from that right-click menu, depending upon your version of Windows. That may or may not work. If it does not, then you do have to create a support ticket with Ubisoft, and check back every day, using the ticket number they give you, to log into their support site and see if they've replied yet. They have given me and some others a new file to download and a new key. They do want "proof of ownership" though, such as an email receipt or the old license key in an email from them... Good luck on it! It took several days here...

Are you installing from DVD and downloaded v1.4 and v1.5 updates? Are you installing from an online purchase download, if so, which version(s)? Are you installing from STEAM? ($9.99 for SH3, SH4, SH4-UBoatMisiions and SH5 until Jan 5 2021) It helps us to know what format you're installing from and what version of Windows you are using.
