Get the JSGME application (mod enabler) and read both readme's (RuB and JSGME). You'll probably need the 7zip application to unzip RuB.
When you unzip is make sure the file structure is the following .../program files/ubisoft/SilentHunterIII/MODS/RuB/data/...
