Deploying the DSRV

I having trouble deploying the DSRV. I've set my speed to 2knots and my depth to 55ft. On a sub 1nm away I have a special forces option with the "deploy DSRV" option present, but its still greyed out. What am I missing? I've met the depth and speed criteria, but it still won't let me deploy the mini-sub to another sub...

Can anyone point out what I'm doing wrong?

The DSRV is more or less broken, so most people don't really use it.

The only time I've heard about it being used is when mission designers script the mission to take into account the bugs.

I'd like to fix this at some point.
