Merged campaign question GWX

If I have the merged campagain mod activated, I should be able to find ships no matter where I go correct? I tried to start a career in Penang and I was the only ship in the dock, is that supposed to happen?

The Pacific is almost empty. So i would not go there.
Beside to find out what happen when you go East forever. Yes, you came out West.

Penang has traffic in the Merged Campaign. You can find out with the Missioneditor when Open the Campaign_SCR what Ships and/or Airplanes should be there at what time and date.
