As far as I'm aware it's a blanket effect - I believe PB changed their T&C's on or about the 26th or 28th of June. However, they neglected to warn their users in good time so it's generated "more than a bit" of ill will towards them.

I changed over to Flickr myself and closed my account after deleting all my images.

A got an email from PB telling me not to worry, I'm grandfathered in UNTIL MY SUBSCRIPTION NEEDS RENEWING. Some grandfathering. What they mean is they are obligingly fulfilling their obligation to a paying customer until it's time to pony up again.

YouTube Downloader started to charge for higher quality video's but only lasted a month or so and is back to normal.
