so it is click and drag on maps, but it is click which locks on video. is there a way to change the mouse to click and drag on video as well?

I think he means in things like external, bridge, or internal 3D views. When you click, moving the mouse moves the view. On the map, you have to hold the button to move the view. He wants to have to hold the mouse to move the 3D camera, as well.
If that is what you're asking, I don't know of any such mod.
