My rules for ramming;
I: Do not attempt if the target is steel or some other strong-material-hulled. II: However, should the target be a 70-ton fishing trawler, you may try with mixed results. Prior to ramming such targets, save your career. III: Do not attempt if commanding a Type II. It just doesn't work. Period. IV: Do not attempt if in a Type XXI. While it can take the damage, I prefer to keep my top-of-the-line submarine in top-of-the-line condition. V: Did you take physics? If a small object rams into a big object, small object ALWAYS loses. That point made, do not try to ram anything over 100 tons. You will fail, even more so if the target is over 5000 tons. VI: Just avoid ramming in the first place.
