Can't Start At Sea

For some reason, I can no longer start a mission at sea. I have checked start at sea in Commander and also have the start at sea download, but I always start in harbor.

Any suggestions?

I get this as well. Would be keen to find out why it seems to be disabled.

Pain navigating out each time.

Right click on the icon and select properties then click on the compatability tab.

I get this same thing every once in a while. Usually after I've been messing about with some mods. I find it functions again if I go into Commander, uncheck the box next to "start at sea," recheck the box, then click apply. Go figure.
